The caverns won't be a good place for wheelchairs, but there are shops and parks that are wheelchair accessible.

Thank you for your interest in Luray Caverns. Is Luray Caverns wheelchair accessible? Luray Caverns is not listed as handicapped accessible. There are three sections of steps, totaling about 70 steps, to go down into and out of Luray Caverns. The paved walkways on the tour are 1.25 miles in length with some areas having moderate grades that may be difficult for visitors with disabilities. We are in the process of determining an alternative entrance for the tour, which will unfortunately be more than likely a 6 to 8 month or more project. We hope to see you soon at Luray Caverns.

I don't believe that wheelchairs are able to navigate to the deepest part of the caverns but there may be limited access.
