The Caverns are completed enclosed. The temperature is virtually constant year-round. There were parts that were wet, but I'd doubt if rain outside effects that much.
The caverns are inside and still have tours. Tgere are shops to visit and an antique car museum. Hooters is right down the street where all the Dukes of Hazard memorabilia and museum and gift shop are. Scooter lives nearby and is often seen there. He does autographs. There's no rain inside the caverns, and the temperature is constantly the same. The parking lot is close to the entrance. Since the lines will probably be shorter in bad weather I'd suggest it may actually be a better day to go in the rain.
Even if there is a line to buy tickets at the Caverns, that area is under a portico.

If your concern is about the caverns when is raining that's not a problem. If your concern is about how to go there when is raining better to reschedule your visit, specially if you want to visit and use the Skyline Drive. Some people prefer not to drive and considerate a kind of risky if is raining too much...
