The walk to the boat is only dangerous if it's wet or he's running, you can easily carry him down if nessecary. Masks are required in the giftshop/ restrooms and on the boat.
It would probably be okay for him to walk if you held his hand, but you may need to carry him, if you do just be careful and it should be ok

At the end of the walk way are narrow and steep stairs down to the boat dock. You will have to go up and down the stairs and hill as the boat tour drops you off in the same spot. The tour was well worth the trip for my wife and I.

The walk is a little steep and it's all down hill but I think he can either be carried or walk it. It's not a big walk either then after the walk there is just some stairs going down to the station where you are picked up.
Yeah you could carry him if need be, I saw toddlers being carried down the steps when I went in June. Masks were required in gift shop, i dont know about outside now.
