They're from the dredging of the channels. The sand from the dredging is pumped onto the beaches.

They are constantly dredging the water way. These pipes perform a double duty. First is they pump sand to the inner island, secondly they let the water drain back leaving the sand behind.
Not sure but there's a lot of them by the beach too...
