I don't know what the rules are. I did see some dogs bowls half way up so I guess it is. However, if it's hot out I would leave Fido home. It's a hefty climb up the trail but then 350 stairs to the top. If you bring your dog, bring lots of water and keep him/her in the shade as much as possible.
