Wheaton regional is right next door. Tables, lake, playground, pavilions. While I doubt anyone would complain if you have a small snack on a bench in Brookside,there is a no food rule. Just walk Brookside, then go through the gate into Wheaton regional to eat, then walk back.

There is small bistro table and chairs at least I have spot one also nice picnic area near visiting center
It is definitely prohibited, there are other areas within Wheaton regional park close by where you can picnic. But when you're looking to sneak a picnic I would say do it when it's less busy and when the building facilities are closed so that there is less attention. Cant really reccomend a place as its pretty open.
As long as you dont feed the wildlife or leave a mess, I think you have have a picnic on the grounds.
