OHS has a program. There's a link on the website. Also OFOSA does and most county animal shelters.
If you are low income you can look into the Portland Animal Welfare Team. They work with OHS to provide free spay and neuter services for low income people.

About 9 or 10 years ago I had three males neutered and one female and their mom Spade and I think was $15 each at that time really worth it but they didn't give them shots or anything I mean they gave them pain medication to take home with them and it was great they were very nice I forgot it was on food stamps then so that might be why it was not so high of the price was not so high kind of got my words jumbled up there
