I live below the falls and walk my dog to the falls all the time on and off the leash. I've done extensive training with my 3 year old Golden Retriever and he sometimes gets away from me, but he's extremely friendly. If you plan on bringing your dog, you should ask yourself how much control do you really have over your dog or anytime else's for that matter. Bring a leash to keep control over your dog for when people are around. Let them off when nobody is around. If your dog is unfriendly or a nuisance have an alternate plan. Make sure to pick up animal waste. Pack in and pack out your trash. Leave no trace.
Yes they are, but have to be on leash.
