The museum has an animal section that might be of ok interest to toddlers. There are paths from the museum that are pretty toddler friendly. I would probably take my toddler.
I wouldn't want to go there with toodlers. The museum and the point overlook are nice though.
The gorge itself is absolutely beautiful. I haven't done the other falls very recently, but even if you can only go so far, it's pretty cool! There's a little wildlife museum there at the top, and a trail that loops around the gorge. If you're not into going to the park itself that day, Tallulah Point Overlook is a cute little general store with an AMAZING view, some rocking chairs, and even a little restaurant.
You can take toddlers but not a good idea unless you stay at the top

I wouldn't recommend it, but the museum is pretty neat.
The most amazing parts require you to do at least half the steps. The park is beautiful, but you will miss the most splendid sights if you don't do the stairs. Amicalola has easier todler friendly access and Anna Ruby does as well.
There are also events at times that young ones love. Craft day etc. Also, goats onctye roof and other parks are on the same road. If you stay on up to Dillard house, there is a small petting-ish farm animal zoo. Lots to do along with a few Geocache.
If you walk the exterior you can have a good walk.
