For Upper Whitewater Falls, there is a paved walkway up to an overlook that is great ADA accessible. A boarded stairway goes down to a lower overlook and trails that goto Lower Whitewater Falls. The stairs and trail are strenuous and not ADA.
View the falls after going down a few levels of steps. The Falls are several hundred yards away. Handicap people probably would need assistance. Largest Falls east of the Mississippi.
Been a long time since I was there , but the terrain is pretty rough . I can recommend the unfinished railway tunnel outside Westminster S.C.. It is accibile and has a very nice stepped falls. 😀
