Does a little free parking around but it's hard to find
Hi, yes there is free parking around the national mall. Most of the parking is on the street. However, whether the parking is free or not depends on the day, time and location. Be sure to read the street signs carefully in front of and behind your vehicle to ensure you're not liable to get a ticket, or worse-towed. When in doubt pay if there is a meter, better safe than sorry.
If you choose to park on the street, you might be lucky enough to find a free spot, especially if you’re nowhere near a commercial area, but in most residential neighborhoods where those spaces exist, there is a strict two-hour time limit for non-residents. Usually those limits are in effect Monday through Friday, 7 a.m. to 8:30 p.m. More likely you’ll find one of the city’s 17,000 metered spaces. In most areas these cost $2.30/hour from 7 a.m. to 6:30 p.m., Monday through Saturday. In the following busy areas of the city, though, it costs $2.30/hour from 7 a.m. to 10 p.m., Monday through Saturday: Adams Morgan Georgetown Penn Quarter/Chinatown U Street, NW Corridor Downtown Central Business District Maine Avenue and Water Streets, SW The National Mall Wisconsin Avenue, NW (from Van Ness Street to Western Avenue) Fortunately, you no longer have to lug around rolls of quarters to use meters in the district. While they all still accept coins, they also all accept credit cards.
Free parking is very rare and hard to find and obviously not closeby. I will suggest not to count on them. It is always suggested to park near any metro stations which are usually free during weekends and avail metro to reach there.
There really is no free parking near the National Mall. Realistically you will have to pay for parking so plan on it. Remember the metro does have a station right under the Mall.

No there is paid parking. Would suggest that you take a Lyft or Uber.
There isn't really any free parking. The best way is to take the subway and walk from the nearest station.
Taking the metro if one is staying near a station is cheaper, there are maps that are downloadable which can be figured out with a little effort.
