If I wanted to do a late night impromptu picnic, would i be able to? Or is it a dusk to dawn type thing ?

I've been there at 2 am to see staffers jogging. You can definitely have a fun picnic at night.

You can, as there are no fences or barriers that would prevent you from doing so. Just be sure to walk with some food and a blanket.
