The actual park part is open to pets on leash
No, you have to buy a pass and a time event to visit.
Dumberton Park itself is undeveloped. While you can picnic there it would be in blanket on ground format. However next door is Montrose Park which has picnic tables (and a playground and tennis court). Montrose pPark is between Dumberton Oaks Park and Oak Hills Cemetary. The 3 parts can appear to just be one site. Indeed it further connrcts into Rock Creek Park.
They are sde by side. Fee for the garden area is separate.
