I went with my daughter and she used a carrier. Easier to get around with a carrier.

We used a stroller all the way so it should be fine near the falls you will need a carrier though.
Can use a stroller because it will be less tiring for them when it comes to exploring the place. When you approach to the falls area you'll need the baby carrier.
Not a problem with stroller. Road is clear and well constructed. When I was working to the Falls, my friend also use stroller for 3 years old child (boy).
So there are two parts to it - you can use stroller in joggers park, but in the lower lake its better to use baby carrier.
