I would hit up the visitor's center first- they have some movies there and maps you can use. Then, based on what the maps and people at the visitors desk say, you can plan your trip around the park. There are plenty of places to pull off to the side of the road, get out of the car, and still check out the sites with the kiddos and get back in fast enough without them freezing. Hope you and the kids enjoy your time there!
Yes it is a large park with a road circling it, but i was there in December and it was jacket weather. Kids would love the cliff dwellings as well.

The park is open year round during the day and you can drive through it just fine. During winter weather it is beautiful but be extra cautious and only go if the roads are clear.
The park is meant to be a drive through experience, as well as a walking, hiking, biking area. Their ate many areas to pull off for quick out of car excursions, or photo ops. And the visitor center is an indoor free museum of sorts as well. Kids would also love the north pole, depending upon weather.
Yes you could drive-through the park. You just have to remember to be very cautious because there's a lot of people on bicycles jogging riding their skateboards or just stop instantly because they see something spectacular and it's always fairly crowded
