Is patient allowed to have a cell phone. Are they mean to the patients

Clients have phones that they can use in the living areas, but not cell phones. And staff members are not mean to clients. And i have first hand knowledge of this as I work there

Patients have phones readily available for their use on the wards.. I have not witnessed any staff being mean to any of the patients.

But can they make long distance calls from the phones If a person can't read or write do they have someone to help them with that
