Will the United states be scrapped

Well I am going to say no if they use my idea which is to use a 3D printer and print out the same parts for the SS United States then there will be no problems

Ask 500 rich people to donate equal amounts of what it would cost to totally restore the ship. Upon restoration, take all of the 500 new "owners" on a trip on the ship across the Atlantic and back. Then, sell tickets for regular sailings at a ticket price that would allow for a profit. The new 500 "owners" could share whatever profits made. Then, by agreement, whenever tours are discontinued, it will be made into a national museum.
