Sounds like earmites but depends on dogs beagles and Bassett hound ears just stink when they get older
Take to vet
Toilet paper or paper towels wrapped around your finger and run the inside of his ear. It will clean it out.
If he is a floppy ear dog, more than lightly is dirt, wax and infection. Gentle clean with a warm wet rag and qtips. Don't go to deep. Keep repeating daily. If the smell doesn't go away see a vet. Cream or antibiotics may be required.
