Are dogs kept in crates or do they freely mingle with other dogs throughout their day ?

Our dogs are in community kennels 10 x 6 inside 24 x six outside with other similar size dogs, depending on disposition. They are shut in at night, but can come and go during the day. Some dogs are in single kennels, meaning 3 by 10....not a crate. This can be for several reasons, the most common being a dog in quarantine for biting. Dogs are social/pack animals and do better in groups.
