Dessire is correct. The reason is San Antonio has a stray problem to many people let their dogs loose and cause a huge problem with strays. There are orgs out there that just go out and spay and release the animals to try and help with the population issue.
You would have to get a breeders license. It's against the law to not have your pets spayed or neutered.
