Can I surrender litter when I get someone help me fill out forms
You can call them to make sure. When you get there you will fill out the "owner surrender" form.
It would be good to just take the animal to them. I had a sick dog i n Tulsa and the officer helped me by carrying her in for me. I'm sure the Bexar county animal shelter will help as well.
