That's horrible and neglect is against the law.... You can report it! Call 311. Unfortunately though, they don't have a good screening process...But when your city is overrun by irresponsible pet owners and unlicensed breeders there's only so much that can be done. The rescue community along with the city shelters are drowning. Without the general public getting more involved and backyard breeders being stopped this cycle never ends. Please reach out to your city representatives/council members. Your voice matters and I'm so glad you've spoken up. To just direct it in the right direction.
