I agree. I observed parking was limited. We walked from our hotel near the fireman museum. There is a public parking lot down the street, about a block away from the museum. Unfortunately, it is a block further from the River Walk. The terrain is flat with well-maintained sidewalks and streets. We found it easy walking and felt safe, noting the odd panhandler or two.
You either have to park on the street or in the nearby parking spots (most are paid), and walk down the stairs.
