No you can't swim. There is a boat ride, but the Riverwalk is full of restaurants and shopping.

You cannot swim in the river walk in downtown San Antonio. The water is very dirty though it does have fish and some ducks. You can take a boat tour, walk along the river, eat and shop along it too. If you are looking to swim you need to try outside the San Antonio city area closer to New Braunfels, Gruene or a smaller area along the river that offers tubing and other water sport. There is also schlitterbaun water park a few miles outside the city.
