Is River Walk handicap accessible

There is a shopping mall with an elevator, I believe, where the lower level is River Walk level. The Wyndham hotel is at one end of the building. The River Walk itself appeared fairly level, to me, and the concrete was in good shape. There are some tighter spaces to negotiate around areas with outdoor seating.

I think there is a shopping mall with an elevator that can get you to the River Walk. The River Walk itself may be tight at some places due to some outdoor sitting.
