I don't think it's ever drained because it is an actual river called the San Antonio River
It's the San Antonio River. From 1962 till now, I have never seen it dry during my visits to San Antonio.
There are locks that divert the river at either end of the horseshoe. The tour boat driver didn't say anything about draining.
