From the parking lot nearest the basketball courts, there is a dock, as well as a ramp to drop sail boats in. So yes. If they can canoe, and sail - paddle boarding should be fine. I have not seen any signs to the contrary. I looked up website. Only 3 parks are forbidden. Woodlawn Lake is not one of them. But you can contact parks/recs @ 210.207.8480, to see if it has changed.
