Go to the web site and call the DEP number for park you can get get a special pass to use the access road for handicap use, there is limited parking, tower building is not wheelchair accessible
There is a service road that runs all the way up to the top, but unless something can be negotiated with the tower or park authorities I don't believe it's possible.
Not without advance planning as stated. In general the area at the top is not particularly conducive to wheelchair or walker use
