Yes. Might be a tough hike if it's wet and slippery out. Very rocky uphill.
You cannot drive up there in the winter. You can't hike but the trail itself is often icy so you may wish to be prepared with either crampons or snowshoes. The tower itself is not open in the winter. The upper parking area is closed off so you actually get another quarter mile also added to your hike.
You can get up there, but I'm not sure what hours the tower is open in the fall/winter. I was there in November and it was not open to get inside of. The hike is well worth it anyway.
I think you drive up to the tower, though. I can't imagine the staff hikes in and out. 😀
