I did a passport renewal in Houstin Texas on 9/1/2018 and the USPS mail envelope I bought from the renewal center said label created but nothing on it as in it hasn't been shipped and the Immigration office don't pick their call. W@ do I do??

Waiting is the only thing u can do. It might take up to 4 months to get it back, just depends on how busy they get at the consulate. This is year ending, lots of people traveling, just hope u r not planning to travel soon. U will see it around January 2019. Best wishes.

You might have to go to the office in Atlanta or try to get a staff personal number
