In the summer, can I bring my camper and park in the parking lot by coast guard station? This would only be during the day for family to enjoy.

You'll have to call the coast guard and ask. I'm pretty sure outs a restricted ares. And campers have specific areas they can park on Presque Isle. Check the official website and use their contact tab.
