The Rotary Pavilion (at Beach 7, Water Works area) is enclosed, it also has an adjacent lobby and bathrooms. It has an indoor and outdoor fireplace with outdoor covered seating area. There is a large kitchen (with stainless steel counters) and electric. There is also a large outdoor grill (need to bring charcoal).
I know most of the Pavilions do have roofs and there are a few that do have electricity
