The bridge closes when the wind reaches a certain speed at the peak height which should be around the middle of the span. I believe it's around 50 miles per hour but there will be signs everywhere saying whether or not it's closed

Wind has closed the bridge when it was sustained over 55 miles per hour. They seem to close the alternate Lane on the eastbound span anytime there is more than a slight breeze.
Yes it's not Windy enough to stop car's and yes the signs will let you know

The one lane was closed last i saw.
No just certain vehicles can't cross they're only running 2 westbound lanes (Center lane is closed and to be used as a buffer lane)and 1 eastbound lane (the left lane is closed and to be used as a buffer lane)
