Can someone please explain why & how so many vehicles to include state, commercial & personal are avoiding the toll plaza by exiting at Sandy Point going thru the Administration Building parking lot and exiting thru an open gate east of the tolls?

A lot of vehicles travel to Sandy Point having a enough parking and even the people who want to go to beach next the bay bridge . And other than that most people park to wait until others to pay for the bay bridge to the Eastern Shore Of Maryland .
