Unfortunately it sounds as if putting her to sleep is the best thing you can do for her. Considering her age and medical condition that would be the best course of action even if you were not on a tight disability budget.
As said, it is a personal decision, however, I would not want to know my friend of 17 years was suffering. I would opt to having put to sleep.
