When I went there on a Saturday, the underground was full already by 11a, I think. Nearby street parking was full as well. We had to park around the corner, by (under) the highway, and since there were no meters, we didn't take pay, or get ticketed.
Membership makes parking a $6 flat fee underground. Otherwise it is hourly. You may be able to find street parking as well.
