You can drop her off free of charge, but I would recommend looking into area Pitbull Rescues first. We get a ton of pitties and because of county restrictions they tend to sit in the shelter a lot longer than other breeds. Pitbull rescues may be better at guaranteeing her a verified loving home.
I believe you are able to do so pretty easily. As long as you have her paper work they are able to take them no questions asked. They call this "surrendering your animal", or something along those lines. Give them a call and they will be able to answer your questions!
You have to be a St Louis county resident and have proof either drivers license or current bill with county address they will have you sign animal over to them there is no charge
