Yes they do. BUT it is always best to try to place them in a loving home first!!! Afterall, STL County DOES EUTHANIZE !!!
To drop off? Normally, yes. It's likely best if you can call ahead and ask, but as far as I'm aware they are still accepting dog dropoffs.
