Is there a park capacity before they stop allowing people in?

No, however it can be difficult to park in some places. There are a couple of overflow lots for parking as well. There is no one monitoring capacity at any of the entrances.

The filling of parking lots usually keeps that capacity of people entering at a certain level. That said, on weekends (and even most weekdays in the spring, summer, and fall) the parking lots can fill so visitors will have to go to different areas to enjoy the wilderness.
