Some areas are.
Some areas
Yes but not everywhere.
Not really
Yes some areas are.
Some are, but the trails are not. There are a ton of roots and steep inclines which would made it very unsafe for devices.
Some areas are accessible like the visitor center.
Ash Cave is accessible with a concrete walkway to the recess cave. Conkle's Hollow, lower trail, is also accessible as is the Hocking Hills visitor center at Old Man's Cave. https://thehockinghills.org/hiking.htm
It depends on the needs of the person. I would suggest going on their website for the hocking hills and asking them your specific questions. If it isn't accessible, they may have some suggestions for another location
Ash Cave is the best attraction for wheelchair accessible enjoyment! There is a paved sidewalk that runs you all the way to the cave. Along the way you'll take pictures of beautiful 200ft cliffs! You'll definitely enjoy this very special place.
