I have a friend that wants to adopt his step son,his mother dropped him off Dec.of 2016,he hasn't heard from her since,he not sure of how to get him in school and his son is 6years old,what should he do?

I want to call cps on my neighbor because she is always leaving them home alone. There's no dp&l in the house she's renting. And the children run around like rabbit dogs when the mother leaves them home alone. Is cps the right department to call?
