When you surrender your pet, they'll ask you for info so that he/she is placed in the best home. If your cat likes to be outdoors, you'll tell them that then. You'll need to schedule an appt. (There's usually a short waiting list.) You'll also need to pay a small fee to cover part of the expenses of caring for your cat.
You could ask Humane Society for help with this perhaps.
