You must make an appointment, there is a receiving fee. Not sure the price though!
Sorry i am not sure how that works. But i now u can take them in n they will work with u. But if u don't want to be charged, tell them you found them. I no it's not right to lie, but that's the only way i no they won't charge. Good luck... Luv n blessings to you and your family....
