Yes they take in strays at back of building where the sign says INTAKE. They give them shots and check them over before offering for adoption. Well run facility.
Yes they do I would recommend holding it until they are open or else the dog would have to sit in the cold locked up. Also you can give the description to them when you call them first thing and they will probably take your phone number in case the owner does call from the time you called them until you get there with the dog so that way the owner can call you and get the dog without having to pay a fee through the pounds.

Yes. They have an adoption center, but on the corner of the building is separate office for intake of animals. Not sure of the hours, but they differ from adoptions.
