The Wharf has a dock for public use that allows for smaller boats like kayaks and paddle boards to set off. BoatininDC has its own floating dock separate but adjacent to the public Wharf dock.

I assume you can, a lot of people were out in their own kayaks. There are plenty of boats docked there, Im just not sure if you can enter the water using their ramp (piers pretty high). There may be other ramps, I didn't notice.
