Yes there is an entry fee I would recommend purchasing the state park pass so you can get into any State Park in Arizona for free some parks are limited on the weekends the Red Rock pass you can get into Grasshopper Point Crescent Moon for free and park on the Red Rock picnic areas the Red Rock pass is $40 for the annual the state park pass is $75 before a year just the basic standard pass they can be picked up at I think any State Park entry office the Red Rock pass can be picked up at the Sedona ranger station it is well worth it get into the parks for free I'm sure once you have these people visit more than 7 * any state park per year it even works on the Tonto Natural Bridge State Park Jerome State Park All State Parks

Yes, it is a state park so you will pay a gate fee. That fee probably fluctuates with the season, I can tell you that there is no discount if you get there later in the day. :(
