It depends, if you have an Apple device, you simply sign in with your iCloud account and as long as you backed up the phone, you're good. On Android, as long as you use the same Google account, you should be able to get your contacts back also. It may be hit or miss on a few of contacts were added before the phone backed up new info.

I was able to transfer most of my contacts from the Cloud when I got a new phone, but had to manually input a few into my new phone. Try asking in the Verizon community and providing the specific type of phone. Sorry I couldn't provide details!
