I wouldn't call it wheelchair-friendly.

There is ADA accessible parking in the parking structures, and there is limited metered parking along some of the side streets. As far as availability of wheelchairs at the Orpheum, I would contact the box office for information in that regard.

Not sure about parking but there are accommodations for wheel chairs in the Orpheum theater.
