Yes of course anyone can go up with tennis shoes and shorts to eat hamburgers and hotdogs at the snack bar on the lower floor of the sphere. If you want to dress up with a at least a collar shirt and nice shoes, not tennis shoes they will let you into the Gourmet restaurant. Both floors gyrate clockwise 360° in exactly one hour so you will see the entire city from your seat without moving. It's a fantastic view! I recommend it at sunset. Be sure to get there before because they close at 9 p.m.
