You would definitely need to reach out to your local law officials, either municipal or county. We are not law enforcement, however when we are invited in by officials, we are happy to assist. Again, please reach out to your police, deputy, municipality- or county and report any suspected neglect and abuse.
Just call them, give the address where the abuse is happening, describe the animal , how long this has been happening, whether or not you said anything to the owner. And it's best NOT TO. Just let the H.S. take care of it.
